Reference Number: 2020-402Release Date: Monday, December 7, 2020The Philippine Statistics Authority (PSA) Board approved the modifications in the attributes of the designated statistical activities conducted by the PSA, specifically the Price and Fisheries surveys, which involve renaming of surveys, amending the frequency of conduct, geographic disaggregation and schedule of dissemination, and designation of a statistical indicator. PSA Board Resolution No. 06, s. 2020 was issued approving the modifications which cover the updating of the designated statistical activities of the PSA namely: 1) Commercial Fish Catch Survey; 2) Municipal Fish Catch Survey; 3) Survey of Retail Prices of Commodities for the Consumer Price Index (CPI) – Agriculture and Non-Agriculture; 4) Seasonally Adjusted Consumer Price Index; and 5) Farm Prices Survey, and the designation of “inflation rate” derived from the CPI. The Interagency Committee on Agriculture and Fishery Statistics and the Interagency Committee on Price Statistics endorsed the aforementioned modifications, as found to be compliant with the criteria for modification of designated statistics. The System of Designated Statistics (SDS) is thus updated, as follows: Designated Activity/Statistics Implementing Agency Frequency of Conduct Geographic Disaggregation Schedule of Data Dissemination (per EO 352/ PSA Board Resolution) Modifications(per PSA Board Resolution No. 06, s. 2020) Quarterly Commercial Fisheries Survey PSA Quarterly National Regional Provincial 45 days after the reference quarter Title of Designated Statistical Activity: from Commercial Fish Catch Survey to Quarterly Commercial Fisheries Survey Frequency of Conduct: from Monthly to Quarterly Schedule of Data Dissemination: from two (2) months after the reference month to 45 days after the reference quarter Quarterly Municipal Fisheries Survey PSA Quarterly (Marine) National Regional Provincial 45 days after the reference quarter Title of Designated Statistical Activity: from Municipal Fish Catch Survey to Quarterly Municipal Fisheries Survey Frequency of Conduct: from Marine - Every other day, Inland – Quarterly to Quarterly (Marine) Schedule of Data Dissemination: from two (2) months after the reference month (Marine) and 45 days after the reference quarter (Inland) to 45 days after the reference quarter (Marine) Survey of Retail Prices of Commodities for Consumer Price Index PSA Monthly National Regional Provincial Five (5) days after the reference month Title of Designated Statistical Activity: from Survey of Retail Prices of Commodities for Consumer Price Index- Agriculture - Non-Agriculture to Survey of Retail Prices of Commodities for Consumer Price Index Seasonally Adjusted Consumer Price Index PSA Monthly National NCR Areas Outside NCR Five (5) days after the reference month Geographic Disaggregation: from Metro Manila, Areas Outside Metro Manila to National, NCR, Areas Outside NCR Farm Prices Survey PSA Monthly National Regional Provincial 45 days after the reference quarter (with monthly breakdown) Schedule of Data Dissemination: from 30 days after the reference month for farmgate prices and 60 days after the reference month for prices paid by farmers to 45 days after the reference quarter (with monthly breakdown) Inflation Rate PSA Monthly National Regional Provincial Five (5) days after the reference month Designation of Statistical Indicator (NEW) With the designation of inflation rate, the SDS now covers 59 designated activities/statistics from the previously listed 58 activities/statistics, distributed among 19 agencies, per Executive Order (EO) No. 352 and subsequent PSA Board Resolutions. These include four (4) censuses, 21 surveys, 19 administrative data systems, five (5) derived data systems, and 10 statistical indicators. EO 352 “Designation of Statistical Activities that will Generate Critical Data for Decision-Making of the Government and the Private Sector” was issued in July 1996 to identify and designate the most critical and essential statistics required for social and economic planning/analysis. The SDS identifies the title of designated statistical activity or statistics, implementing agency, frequency of conduct, geographic disaggregation, and schedule of data dissemination. The SDS (http://www.psa.gov.ph/philippine-statistical-system/sds) is a dynamic system that allows for modifications to respond to changing needs and priorities, and to emerging capabilities of agencies in the Philippine Statistical System.
